The New Base DRA Act

Proposed Legislative Initiative for Immigration and Public Governance Modernization

Created by Founder Simone Loureiro Martins Heloany

Designed for Implementation Through CMAIC GROUP

Powered by the CommonDot Pro™ Protocol Framework

About This Legislative Initiative

The New Base DRA Act is a nonpartisan legislative proposal based on an original and innovative governance model created by founder Simone Loureiro Martins Heloany and designed for implementation through CMAIC GROUP under the CommonDot Pro™ Protocol Framework. Rather than adding isolated procedures to a fragmented structure, it introduces a new intelligent structural foundation for immigration adjudication and public governance—one capable of identifying systemic failures, preventing avoidable harm, expanding access to conciliation, strengthening professional specialization, promoting responsibility, and transforming fragmented processes into coordinated and measurable solutions. The model is centralized, integrated, skilled, scalable, and replicable, with the potential to generate substantial national benefits across government, the economy, education, professional development, social stability, and environmental responsibility. Each matter is directed through the appropriate specialized Administrative Office, evaluated through the three-decision structure, and, when necessary, submitted to the Administrative Review Board, where structured conciliation creates the bridge between the applicant and the government, allowing errors, classification conflicts, and correctable deficiencies to be identified before they generate unnecessary denials, appeals, costs, and delays. It is not an isolated program, but an integrated institutional model structured for implementation, expansion, and national replication.

Core Pillars

Nine Core Pillars of the New Base DRA Model

The New Base DRA model is built upon nine interconnected pillars designed to support an intelligent, preventive, specialized, and replicable approach to public governance.

01

Intelligent Foundational Restructuring

Rebuilding the administrative foundation from the initial point of entry through an organized and intelligent governance model.

02

Structured Intake

Supporting accurate organization, classification, and direction of matters from the moment they are received.

03

Multi-Perspective Evaluation

Introducing independent perspectives and institutional safeguards to strengthen the balance, quality, and consistency of administrative decisions.

04

Preventive Resolution

Creating opportunities to identify questions and correctable matters before they result in unnecessary denials, delays, litigation, or additional proceedings.

05

Structured Conciliation

Integrating the CommonDot Pro™ methodology to improve communication, clarify relevant issues, restore equilibrium, and support effective resolution.

06

Specialized Administrative Review

Promoting subject-matter specialization, professional development, technical knowledge, and greater consistency across administrative environments.

07

Integrated Oversight

Strengthening coordination, accountability, institutional integrity, and consistent application through an organized review structure.

08

Procedural Clarity

Establishing clearer, more predictable, and traceable pathways for administrative review, correction, and resolution.

09

Scalable and Replicable Implementation

Providing a structured model capable of implementation, measurement, expansion, and replication across public institutions while preserving consistent standards.

Institutional Structure

A Dedicated and Permanent Institutional Structure

The proposed model establishes the Conciliation Court System and NACERE™, two interconnected permanent institutional structures created to expand public access to conciliation and strengthen national coordination.

The Conciliation Court System is composed of permanent conciliation units proposed for establishment within existing courthouses. These specialized units would operate with defined functional autonomy, dedicated procedures, and their own rules of operation, subject to applicable law, enabling legislation, and judicial authority.

Each proposed unit would maintain its own administrative registry, specialized staff, trained and certified conciliators, structured intake, documentary support, institutional leadership, and direct public access through OpenDot™.

Subject to legislative and governmental authorization, the structure may also include designated judges, government counsel, public-interest representatives, and other qualified officials necessary for lawful, coordinated, and effective operation.

NACERE™ is the proposed national coordination structure supporting the institutional integration, operational consistency, quality standards, professional specialization, oversight, and scalable implementation of the Conciliation Court System. While the Conciliation Court units provide accessible resolution at the public level, NACERE™ supports national coordination and preserves the integrity, consistency, quality, and replicability of the model.

Together, OpenDot™, the Conciliation Court System, and NACERE™ establish a connected institutional foundation for expanding access to conciliation, reducing unnecessary disputes, strengthening public confidence, and generating measurable governmental, social, and economic benefits.

Public Access

OpenDot™ — Open Doors to Structured Resolution

OpenDot™ is the public-access foundation of the proposed Conciliation Court System.

Individuals, families, professionals, businesses, and communities would have direct, open-door access to a permanent conciliation unit where they could present a matter, receive structured guidance, and be directed toward an appropriate resolution pathway.

Instead of requiring the public to navigate an unfamiliar and fragmented system, OpenDot™ creates a visible and organized point of entry for prevention, structured communication, and early resolution.

This accessible model brings conciliation closer to the people and transforms it into a recognizable, trusted, and permanent part of the justice system.

Open doors. Structured guidance. A visible pathway to resolution.

Temporary Framework

TAOS™ — Temporary Adjustment of Status

An Advanced Temporary Administrative Framework

TAOS™ constitutes a proposed new and advanced Temporary Adjustment of Status framework designed to prevent avoidable public expenditures while promoting accountability, updated government records, tax compliance, economic participation, and service to the country.

Through a formal application, registration, verification, and security and eligibility clearance process, qualifying individuals would be entered into a continuously updated administrative system while their underlying immigration matters remain subject to lawful review.

TAOS™ would not constitute permanent status, automatic approval, or a final determination of immigration eligibility. It would provide a structured and temporary administrative pathway, subject to defined eligibility requirements, identity verification, clearance, continuing compliance, and governmental authorization.

By maintaining accurate and current records, TAOS™ would strengthen institutional visibility and administrative coordination. It would also allow registered participants to demonstrate compliance, participate in lawful economic activity, fulfill applicable tax obligations, and provide measurable value to the United States.

Responsibility and Coordination

TAOS™ places active responsibility on the applicant while coordinating the immigration process through the three perspectives of the CommonDot Pro™ Framework.

The applicant assumes responsibility for maintaining accurate and updated records, complying with reporting requirements, fulfilling applicable tax obligations, completing required verification and clearance procedures, and demonstrating continued contribution to the United States.

At the same time, the government preserves its full authority to monitor compliance, evaluate eligibility, protect national security, enforce applicable law, and issue the final immigration determination.

TAOS™ transforms the waiting period from a passive and potentially costly administrative condition into a structured relationship based on responsibility, oversight, accountability, and measurable contribution.

The Three CommonDot Pro™ Perspectives

The Individual

A registered and cleared participant receives a structured opportunity to maintain stability, remain accountable, comply with applicable requirements, and contribute while awaiting a final government determination.

The Government

The government preserves complete adjudicatory authority while benefiting from verified identities, updated records, improved administrative coordination, continued compliance, and reduced demand for avoidable public expenditures.

The Country

The United States benefits from greater tax compliance, lawful economic participation, professional contribution, public accountability, institutional efficiency, and the productive participation of qualified individuals prepared to serve and contribute to the nation.

The CommonDot™

TAOS™ establishes a point of equilibrium among individual responsibility, governmental authority, and the national interest. The individual remains registered and accountable. The government maintains current information, oversight, and complete decision-making authority. The country receives economic, professional, institutional, and social contributions.

Registered. Verified. Accountable. Contributing to the United States.

Oversight

Administrative Review Board

The proposed Administrative Review Board provides multidisciplinary oversight, coordinated analysis, institutional accountability, and informed administrative review within the New Base DRA structure.

Its composition includes designated qualified members and a SIA™ — Special Immigration Agent, who contributes specialized immigration and procedural expertise. Within this proposed framework, the SIA™ serves as an administrative specialist and Board member—not as a criminal enforcement or investigative agent.

When questions, inconsistencies, or potentially correctable matters are identified, the Board may direct the matter toward appropriate clarification, documentary supplementation, specialized analysis, or structured conciliation, subject to applicable law and its legislatively established authority.

The Board strengthens consistency and accountability while preserving the final authority of the appropriate government agency.

Methodology

Powered by the CommonDot Pro™ Protocol Framework

The New Base DRA model, the Conciliation Court System, OpenDot™, NACERE™, TAOS™, and SIA™ operate under the CommonDot Pro™ Protocol Framework.

Developed by CMAIC GROUP founder Simone Loureiro Martins Heloany, CommonDot Pro™ is an original methodology created to identify the point where communication, institutional processes, and human perspectives lose equilibrium—and guide them toward structured, preventive, and measurable resolution.

The framework recognizes that every matter contains three essential perspectives:

  • ◆The individual or institution directly affected;
  • ◆The government, organization, or decision-making authority;
  • ◆The broader truth, equilibrium, or public interest connecting both sides.

CommonDot Pro™ transforms these perspectives into a coordinated pathway toward understanding, prevention, accountability, and resolution.

Understanding the Need

Three-Perspective Governance Analysis

Modernization begins with the ability to recognize inconsistencies, communication gaps, procedural delays, and structural inefficiencies that are essential for intelligent modernization and effective governance implementation — that understand systems through the eyes of the human.

Scenario 1 — Material Administrative Error

The decision contains a material error that does not correspond to the evidence or procedural history in my record.

😰The Applicant's Perspective

"The decision contains a material error that does not correspond to the evidence or procedural history in my record."

📂The Government's Perspective

"The decision was issued based on the information and classification available to the reviewing office."

National Impact

National Impact

The New Base DRA model is designed to generate meaningful benefits across three essential dimensions.

Public and Institutional Modernization

Strengthening government efficiency, administrative consistency, procedural clarity, institutional accountability, public trust, and coordinated decision-making.

Economic, Educational, and Professional Development

Reducing unnecessary public expenditures while expanding opportunities for education, workforce development, professional integration, credential recognition, entrepreneurship, and the effective use of qualified talent.

Human, Social, and Environmental Sustainability

Reducing prolonged uncertainty, unnecessary displacement, repeated proceedings, paper-intensive processes, institutional waste, and the wider social and environmental consequences of administrative inefficiency.

By identifying questions and correctable issues before they produce denials, refilings, litigation, and repeated appeals, the model has the potential to reduce administrative backlog and generate substantial public savings.

Its national importance is reflected in its capacity to modernize government, introduce new guidelines for immigration and professional applications, strengthen institutional efficiency, and provide a model capable of national implementation and replication.
